Fall Out 3 – Rebirth of the Wasteland
Thanks to our wondering hero/heroine we now have one of our most important resources to maintain life back, purified water. And though this is a miraculous breakthrough its far from over. There are many things we still need to not only survive but to make this world livable and try and replace the ecosystem we lost.
Word has it that currently two projects have been started in order to get things in motion. The first project is being led by the research team of Capital City. These scientists work tirelessly trying to find a way to re-grow all the plant life around the world. Their first main portion of the project is to grow stable vegetation so we can finally have freshly grown food pollution free.
The President along with the Brotherhood and a few renegades have banded together in efforts to rebuild the cities and homes starting with Capital City. They have already begun reconstruction a few of the major buildings including the Capital building its self. The Brotherhood has split into two main forces one section of their main army is aiding in reconstruction and the other half is setting up defenses all around Capital City in hopes to form a barrier from any outside threats.
So what will you do in this world where food consists of either barely edible slabs of mutated flesh or left over parcels of food countless years old. The ground is rough and broken, filled with treacherous dips and canyons, where even a loose stone can result in a twisted ankle… and where eyes always lurk in the scattered hills, hungry to find those weakened by injury or fatigue. Any who wander these bleak, desolated fields are forced to kill, often and mercilessly, to avoid meeting a similar face; in the end, everyone in the land is a murderer, one way or another, and few have any compunction of spilling blood at a moment’s notice.
Will you help rebuild our world and forge a new United Nation or will you become one of the many marauders hell bent on the destruction of what little we have left in order to pursue your own means?
Player Requirements (what you must be able to deliver):
1. Make at least a small paragraph (3+ sentences) almost every time, preferably a bit more
2. Proper English with capitalization, punctuation, grammer, etc. and without net/textspeak
3. Ability to follow rules and, if a mistake is made, to own up and straighten it out
4. Online every other day or so (more is better) - try to warn other players if you know you will be absent for an extended period of time
5. Not have a need to make a character that kills everything and is better than everyone else

If you have any questions, feel free to ask. Items that exist in the real world but not in the game are allowed (for example, you can't pick up a box of matches or a bottle of vitamin supplements in the game, but it's fine to have those). You cannot create a superweapon or anything that grants you extra abilities, however.
Name (Could just be a first name or nickname)
Race/group (Anything intelligent that's capable of speech, movement, and working with the group will be allowed - i.e. robots, ghouls, supermutants, raiders, etc. - but it must actually exist in the Fallout 3 game. Obviously a Raider must be one that has changed his ways or something or he wouldn't be working with the group - this may also apply to robots and supermutants. Brotherhood of Steel soldiers can be here to help with the project, but they won't have any extra authority within the group.)

Appearance (I prefer text over a picture)
Armor (Include Pipboy here if you have one. Headgear and body armor if any, and/or specific parts like gloves or shin guards - if your character doesn't wear armor, then you can put clothing here; otherwise the things that are just for appearance or warmth should go in that the slot above)
Weapons (Up to 2 melee weapons, 1 explosive x3, 2 ranged weapons x100 shots each or less; ranged weapon ammo may be higher for weapons such as the mini-gun, in which case the max will be 500)
Other items (Maximum of 10; ex: 5 Stimpacks, 1 Bubblegum, 1 Flashlight, 1 Teddy Bear, 1 Medical Brace, and 1 Moonshine - don't have to list containers/bags that you put the stuff in)
Abilities/Advantages (Maximum of three, must be fairly specific - no soldiers who are good at everything combat related and the like. Must list race-specific traits as well if you want your character to have it. Examples: lockpick, seduce, unarmed combat, super strength (for supermutants), radiation resistance (mainly forghouls and supermutants, but humans may have it to a lesser degree).)
Weaknesses (Minimum of one SPECIAL-type attribute such as endurance, strength, etc.; additional weaknesses are optional and can be whatever as long as it's not actually an advantage, such as berserker rage - lack of control does not cancel out the benefit of added strength)
Alignment (Good, evil, neutral, lawful, chaotic, etc. Can be a combo of more than one, though if they're opposites, your character might be mental - good-evil?)

Personality
-Many of these things can change over time, like alignment or even race - human to ghoul, for example. Also, your character can gain/learn new abilities. It should only happen once in many posts and it should be believable - your character should not learn to expertly hack computers from watching someone do it once, even if one of his strengths would mean he learns quickly.
Rules
1. Stick with your starting inventory and abilities - don't pull out an extra box of ammo if you didn't list it in your other items, and don't give your ghoul night vision. If you didn't list high strength for your super mutie, then he's like a regular human in that regard. This is for the sake of balance, so you don't have too big of an advantage simply because of race choice.
2. Don't godmod - no killing or controlling other characters - this includes making someone take a hit (if your character attacks another, you must leave it open as to whether or not a hit lands and let the other player choose). Also don't kill NPCs without permission.
3. Don't soup up your character or make things too convenient - have him/her take a hit sometimes, run out of ammo, miss, etc. If he is an excellent sharpshooter, popping heads with every round, then there should be a time where he's inept or nearly so - like if the fight comes into close-quarters. Only have him be good at the listed abilities. The rest should be average at best. Also, don't have a needed item be conveniently there every time, especially if it doesn't make a lot of sense (like if you're in a house and you need a glass bottle, that could be pretty believable, but if you're in the middle of a field and you find a rocket launcher just in time to take out the Vertibird that just showed up...not so much).
4. Remember, one character per person and none under 15 years old.
5. Follow any other rules that apply to the forum in general.
-Romance is allowed, but outside of a 1x1 RP, it should be kept light and out of the way (mostly subtle, verbal, etc.).
